Houston Community College dates to a 1971 election in which Houston ISD voters backed the creation of a community college district, and in its first years the new college held evening and weekend classes inside the school district's own buildings. HISD had been in the junior-college business once before: in 1927 it opened the two schools that eventually became the University of Houston and Texas Southern University. The first term in August 1971 drew 5,711 students, mostly in job-training courses, and academic transfer classes were added the following January. Starting in the late 1990s the college moved into its own campuses around the region, and by 2001 it ranked as the second-largest community college in the country. In June 2025 its trustees voted to rename the system Houston City College to reflect its widening range of degrees and workforce programs.
