College of the Mainland, whose name refers to the part of Galveston County north of Galveston Island, dates to late 1966, when voters in Texas City, La Marque, Dickinson, Hitchcock and Santa Fe backed a $2.85 million bond to build a college that local leaders had talked about since the 1930s. Herbert F. Stallworth was hired as the first head in 1967, and classes began that year in temporary quarters. The college moved to its permanent Palmer Highway campus in March 1970, and a second bond that May added a fine arts building, physical education complex and student center. Later additions included industrial education buildings, a public-service careers building for police, fire and EMS training, a Learning Center in League City (2003), and a collegiate high school program (2004); its process-technology degree trains operators for the area's refineries and chemical plants.
