Constructed of Gober limestone with sheet metal and carved limestone details. The building features a tall ornamental central clocktower with a lantern and finial crowning the cupola, ocular windows at the third level, a dentiled cornice, corner limestone finials at the roof line and corner columns at the second level on square cornice projections. In 1910, a two story limestone annex was constructed and connected to the west entrance with a copper and glass hyphen.

Designed by Dallas architect W. H. Wilson, the Red River County Courthouse in Clarksville was begun in 1884 and completed in 1885 at a cost of roughly $55,000-$62,000, with P. C. Livingston as general contractor. Built of limestone hauled by rail from Honey Grove, it combines Italian Renaissance Revival and Second Empire elements beneath a Mansard-roofed clock tower and is the only intact surviving work of architect Wilson. It was recorded as a Texas Historic Landmark, and its exterior and interior were restored in 2003 with Texas Historical Commission support at a cost of about $4.9 million.
