Texas Health and Science University opened in Austin in 1990 as the Texas Institute of Traditional Chinese Medicine, started by the husband-and-wife team of Paul Lin and Lisa Ping-Hui Tsao Lin, and it is described as the state's first acupuncture college. It entered candidacy with the national acupuncture accreditor, today's Accreditation Commission for Acupuncture and Herbal Medicine, in 1994, earned accreditation in 1996, and was the first school the new Texas State Board of Acupuncture Examiners approved to teach acupuncture and Oriental medicine. In 1997 it gained authority to grant a master's degree and became the Texas College of Traditional Chinese Medicine; in 2011 the Texas Higher Education Coordinating Board also authorized a bachelor's degree in traditional Chinese medicine, and in January 2013 the school adopted the Texas Health and Science University name. It now teaches acupuncture and Chinese herbal medicine at the master's and doctoral levels in Austin and San Antonio, where students train in intern clinics open to the public.
