Designed in a restrained Modern style and constructed of concrete, glass, and smooth stone panels. The asymmetrical three-story building is characterized by very narrow vertical windows alternating with blank stone walls. The entrances are marked with arched three-story glass openings and a small dark metal canopy. It is topped with a small Mansard-like roof.

The 1892 Victoria County Courthouse was designed by nationally renowned Texas architect J. Riely Gordon in the Romanesque Revival style, built of Texas granite and Indiana limestone. It is the only surviving Gulf Coast courthouse by Gordon, the leading Texas courthouse architect of the nineteenth century. A State Antiquities Landmark listed on the National Register of Historic Places, it was restored and rededicated in 2001 at a cost of about $5.6 million.
