Designed in the Romanesque Revival style and constructed of native limestone ranging in color from yellow to gray. The massing of the building is cubical, with arcaded porches wrapping around all four corners. The tower, with its bell and clocks, emphasizes the east facade, while the other three elevations are virtually identical. Three-story pavilions flank the entrances of each facade that echo the porches. The circular arched windows in the pavilions are two stories with ornamented spandrels. Further embellishments include features resembling bartizan details derived from ancient military architecture, supported by corbelling at each corner.

The 1892 Victoria County Courthouse is the only surviving Gulf Coast courthouse designed by J. Riely Gordon of San Antonio, the leading Texas courthouse architect of the era. Built of Texas granite and Indiana limestone in the Romanesque Revival style, its design echoes H. H. Richardson's Allegheny County Courthouse in Pittsburgh; contractor Martin, Byrnes & Johnson completed it in December 1892. Saved from demolition by a citizens' petition in 1961, it was designated a Texas Historic Landmark that year and listed on the National Register of Historic Places in 1977, then restored in 2001 for about $5.6 million.
