South Texas College was created by Senate Bill 251, which Governor Ann Richards signed in June 1993, and it came into being on September 1, 1993, as South Texas Community College, which the college describes as the first community college in the upper Rio Grande Valley. It took over the McAllen campus of Texas State Technical College, turning it into a locally governed college for Hidalgo and Starr counties, and began classes that fall with 1,058 students; Shirley A. Reed, who championed its creation, was still its president when it marked 25 years in 2018. The college later dropped "Community" from its name and became one of the few Texas community colleges authorized to award applied bachelor's degrees. Today it enrolls more than 26,000 students across campuses in McAllen, Weslaco and Rio Grande City plus online.
