In 1915, a community on the prairie just north of Houston did something no Black town in Texas had done before: it incorporated as a self-governing city. Independence Heights elected its own mayor, paved its own streets, laid its own water lines, and ran its own schools and churches — a place where Black families, shut out of ownership almost everywhere else, could buy a lot, build a house, and govern themselves. It lasted as an independent city until 1928, when residents voted to fold into Houston, and it was annexed the following year. This drive traces what remains of that remarkable experiment: the site where the town organized, the church that carries its historical marker, the high school that anchored Black education, and the streets whose names and grid still remember a city that was, for thirteen years, entirely its own. Drive it as a lesson in self-determination — proof that when Texas told Black Houstonians they could not belong, they built a place where they governed themselves.
