Originally constructed of split face limestone, cast stone with sheet metal details in the Second Empire style. The building featured tall chimneys, a bracketed cornice and sindividual square mansard roofs on the corner and central pavilions and a square central tower. In 1911, the roof and tower were removed to change the style to Classical Revival.

The Pecos County Courthouse in Fort Stockton dates to 1883, with a major reconstruction in 1911-1912, and is counted as the county's fourth. Designed in the Classical Revival style and attributed to architect L. B. Westerman, it has rock-faced limestone walls and tall concrete Doric columns forming deep porticos on all four sides. A 1930s renovation removed the building's central dome.
