History
This marker at Ballinger identifies the site of Runnels, established as Runnels City in 1880 as the first county seat of Runnels County, on Elm Creek about five miles north of the Colorado River. The town declined after 1888, when county voters moved the seat to the new railroad town of Ballinger.
